It is from astrologer par excellence who was world famous, used to say this and he had heard it from his Guru. Probably, we could have as much as 50% of the charts following the dictum that you have stated and the rest 50% may not fall in line. Hence, it is as good as tossing a coin here. I am confident that we could immediately dig out 100s of known charts that does not fall in line. I can start with my own uncle's chart where Jupiter is in the 8th and he is now 81 years old. I don't think we could call such big numbers as simply exceptions. I can only say that the definition of the dictum is incomplete. It does not matter who coins the dictums, you, me or somone who is extremely knowledgeable. I am not questioning anyone's knowledge here. I now that I am far below the ladder of astrological knowledge. I don't have any illusions about it. I am only questioning the way the dictums are coined or communicated. Because, take the one that you have stated, it has no practical value at all! Because, you pick any two charts randomly and most likely one chart follows the dictum and the other will not. In the absence of clarity and context of applicability of the dictum, it renders itself useless. That is my point. And, I am not talking about anyone in particular. Hope you understand.
