One group actually says that Retrogation and Exaltation is better for a planet than Direct Motion and the planet in its sign of Rulership respectively. Another group of astrologers says that planets in retrogadtion can be up to mischief; same with exaltation as the planet is not in its natural planetary domain. This second group of astrologrs prefers stability and constant energy flow, not in spurts which makes the overall tenor of the chart unstable. Take for example a person with Saturn in Libra in retrogade motion and a person with Saturn in Aquarius in direct motion. The 1st person although deals with Saturnian issues with aplomb, he may set up circumstance or situations too often where he has to deal with the problems like wanting to explore controversial matters (this by the way is a manifestation of Saturn in Libra) and then resolving the matters to his own complete satisfaction. But the second person with Saturn in Aquarius in direct motion, may just be a very calm person, dealing with mundane matters based on his general level-headedness. I would thus say that the first person although his placement of Saturn is very good and even stronger than the second person, but he likes to deal with the matter ruled by that planet and he seeks it out (the mischief manifestation). The second person however, has incorporated the planet's energy more integratively into his overall horoscope. So it is all a matter of which kind of bets, the astrologer is placing on. There is nothing inherently good or bad. Generally this kind of distinction is less for naturally beneficial planets like Venus and Jupiter.
