That is a good statement comes from clear understanding about the nature

of Libra sign. The logic is pretty clear.

* For libra sign Mercury is the 9th lord (luck) which owns 12 th house as well,

and has an exaltation in 12th and debilitation in 6th house (Enemy). 9th

lord Debilitated (weak) in 6th means that his (libra signs) enemy (6th house)

CANNOT affect or decrease his luck.

* Now look at the 6th house. 6th house is owned by Jupiter. Or in other

words Jupiter is the enemy. For Libra sign Jupiter is exalted in 10th house

from Libra in Cancer. Cancer is 2nd house (Dhana stana) from 9th house. That

means exaltation of Jupiter in 2nd house from 9th house increases the luck of

the native. This essentially means that the enemy of the native

(Jupitor/6th lord) helps to increase the luck of the native!!!! This is the

basic reason behind the above quote.

* Please note that the Libra lord Venus signify Surkracharya, the

scholar (asura guru) and Jupiter is Brihaspati the deva guru. Sukracharya

is a scholar who argue in favor of worldly life, pleasures and grihastasrasma,

where as Brihaspati is a scholar who argue in faor of spiritual life, too

much homa yaga etc, and in favor of organized pourohitya and worship. The

argumentation between to helps them both in getting more disciples and also in

improving their luck. But from the perspective of Vedic culture (Jupiterian perspective)

it would be stated as - Ju improves the luck of Venus, but Venus DECREASES the

luck of Jupiter!!!! Just notice that for Jupiterian Lagna Sagittarius - the 6th

lord (Venus, Enemy) is DEBILITATED in 10th house from Sagittarius (2nd from 9th

house, Leo) indicating that - for Sagittarius, the enemy contributes to

DECREASING his luck!!! In truth it is all about the perspective - if we

look from Vedic perspective it should be so. (Pointing to the fact that

exaltation-debilitation is a Vedic concept that migrated to the non-vedic

nirayana astrology!!!)

It is just my small mind that felt that many of us were going

overboard and round and round with the same argument. In the light of

the latest posts by Bohraji, Sreenadhji and all, these are all

insignificant.
