The first book we should refer to know, 'what is Meru? or Where Meru is located' is nothing but Surya Siddhanta - whether it be the available one or the one quoted by Mihira in Pancha siddhantika. In both these texts there are enough quotes available to prove that Meru is nothing but North pole. So there need not be any confusion regarding what is Meru or where Meru is located, at least as per the Nirayana astrological and astronomical perspective is concerned.
