The words 'strong' means if any of the two planets jupiter or moon or their rasi / navamsa lords/starlords are not (1) debilited in rasi or navamsa (2) weak or badly placed (3) combust or closely conjunct nodes or placed in rasi sandhi Without strength the planets are not able to start the good yogas and without strength of the rasi lord= they do not get suitable opportunity to prove their talents. Without strength of the navamsa lord- people/ planet cannot use their discretion or decision making properly. Well placed means : (1) not placed in bad houses (2) not placed more than 12 degree away from the house cusps Beyond the factors of strength and placement - the following factors may be noted :- jupiter in 10th from moon : the native takes up more work than he can accomplish jupiter in the 4th/7th from the moon :- balanced materialistic desires, affliction to either moon or jupiter by other natural malefics works against this natural balance of fulfilment of materialistic and spiritual purpose of life. As per Iyer principles (Late Seshadri Iyer), a debilitated planet (placed in a kendra or kona)whose dispositor is exalted in a Kendra recovers some of its strength. If its dispositor (exalted dispositor's dispositor) is also exalted and placed in a Kendra, it recovers even more strength. Also for yoga analysis, according to those principles, Rashi is primary and Navamsha is a modifier. So in effect, if Ju or Moon satisfies the condition of being in kendra/kona, in the Rashi chart, and gets debilitated in the Navamsha, but its Navamsha dispositor is exalted in a kendra, this yoga will still fructify, but to a lesser degree. If the Navamsha dispositor's dispositor is also exalted and placed in a kendra, more of the yoga will fructify. Also even if one of the above is in the 9H and the other in 12H (but is strongly placed otherwise like vargotam (but not neecha vargotam, well aspected, good avastha etc)) then the yoga will still fructify and give good results for 9H/12H affairs (spirituality/moksha) but as you pointed out the "traditional" GKY material benefits and balance of material/spiritual will not occur. Spiritual benefits might accrue at the expense of mundane life.
