Malefics generally can be classified in two groups: (1) Natural Malefics: Sun, waning Moon, Mars, Saturn, Rahu, Ketu, Mercury yuti with malefic (2) Functional Malefics: Lords of Dusthanas (6th, 8th, 12th) and Upachayas (3rd, 6th, 10th, 11th) As 10th Bhava is primarily a Kendra Bhava, its function as Upachaya only is of secondary importance, so 10L surely is not a functional malefic. Natural Malefics are generally best placed in Upachayas. The effect of a malefic depends (a) on his strength in Shad Bala: the stronger the malefic, the stronger its effect (b) on his strength in Vimshopaka Bala: the higher the VimB value, the more auspicious effects the malefic has (because he is placed in many friendly amshas in divisional charts, or yuti with benefics there) © on his basic avastha: exaltation, own sign, friendly sign, unfriendly sign, debilitation, and if he is in conjunction with a benefic (waxing or full Moon, Venus, Jupiter, or an exalted planet). A planet - even a malefic - in exaltation does not give evil results. (but he can be placed in unfriendly amshas in vargas, bad effects then coming therefrom) The conjunction with a benefic usually makes the effects of this planets more favourable. (d) on his avastha of age (baaladi avastha) (e) on his avastha of direction (or activity, shayanadi avastha) Important is also to see: A planet can be in Dusthana, counted from Lagna, but be in Trikona, or Kendra from Hora/Ghati/Bhava Lagna, and of course in same position from Arudha and Varnada Lagna - or Chandra Lagna. So a planet, analyzed from various ascendants, does always have a certain variety of different effects. This way, even a debilitated Saturn can have very different results, and Rahu in 9th of course, too. A neecha Saturn in 12th can be in 3rd from HL (good upachaya placement) or in 11th from GL (also good). And: A planet debilitated in D-1 can be exalted in D-9, or in D-60, or in another varga, which highly reduces his evil effects ( " reduces " , not nullifies). An exaltation in at least Sapta Varga smoothes debilitation down. Last but not least we know neecha bhanga rules, limiting evil debilitation effects (some people even say, nullifying them), e.g. a benefic in Kendra from the debilitated planet.
