If there is Astami Tithi at sunrise, but navami starts in the evening, with Rohini Nakshatra at midnight, one can also do Janmashtami celebrations that day, however, if rohini nakshatra is not around[like this year], one may celebrate Janmashtami when Ashtami tithi is there, in Ardha-ratra. However, Vaishnavas will differ, as they will celebrate Janmashtami on the following day, as they believe, that celebrations were started, when it was known that Shri Krishna was born. Whether it is Lord Rama or Lor Krishna or Goddess Durga for Grihastha people....'tithi' factpr is important. For 'Vasishnavites' ...'tithi + sunrise' For 'Shakta' ....'tithi + sunset'. People are free to take as per their local customs/ traditions. The linkage with God is important. If God is available- celebration is there !
