The Time Zone in Chicago for April 8, 1970 is 6 (no DST was observed until the 26th of April) and the JHora atlas shows that date as having Time Zone 5. Actually, JHora changes (incorrectly I believe) to DST in 1970 beginning on April 5th instead of April 26th.
