He is definitely in Anuradha if you use drig ganita (calculations fine-tuned by practical observations from time to time) and the standard Lahiri ayanamsa. Some astrologers in Tamil Nadu use approximate formulas that were based on the observations of ancient astrologers (and not fine-tuned with changing time) and ayanamsas that are off by a degree or two. They may get planetary positions that are off by 1 or 2 degrees. Jagannatha Hora uses the latest planetary movement models from NASA and Lahiri ayanamsa standardized by India government panchanga reform committee a few decades ago. That is what most modern astrologers use today. There is a slight variation as far as ayanamsa is concerned.
