My machine running VISTA 64 uptodate etc. still reflects PST instead of DST (set for North Vancouver BC) on the minute by minute calculation. The ini has PST instead of DST but there is no place to adjust the local setting for permanent DST. Unless I missed something here. It appears that the Geo settings (Time etc) are set to an old set which reflects the previous April PDT. But i don't remember having this problem before and it may be something I have not set.
