Generally speaking, the Libra ascendant is a good one to become a millionaire, as the Sun rules H11, which gives the native the possibility of having friendship with the government and important people. Western astrologers use a " natural noon " chart to give one a general overview of what the planets in various signs mean. When there is no verified time, they default to noon, as I'm sure you're well aware of. Like you say, when there is no worthy time to base rectifications off of, it becomes guesswork. Mr. Buffett seems to resemble a Leo Asc. facially speaking, but obviously we cannot go based on that alone. On first glance, when seeing the placements of planets on August 30, 1930, Leo appears to be a suitable ascendant. But deeper examination is needed.
