It seems to me to only add more weakness to the 12th ruler which is already natally weak in the chart ... Ruler of the 7th house, natal Mercury, resides in the 3rd house and is afflicted by natal Ketu aspect with infant natal Sun afflicting the 3rd MEP ... natal Venus is strong in degree and unafflicted in the 2nd house ...
