We need to deteremine what other factors need to be considered so that the rule gives correct results. However rule 3, requires clarification DO we consider the Planets in The Sign of the Cusp we are checking, or in the HOUSE of the cusp only. By the way, I should have rephrased step (3). Rahu and Ketu cannot be signlords. Their applicability is restricted to being starlords.
