In my opinion Pujya Pandit ji used an lingual ornament. We call it SHLESH ALANKAAR in hindi & sanskrit language. Ismain ek hee word ke double meanings liye jaatey hain. Now see the line again. There has written-POONCH SE/KE HEE CHALTI HAI.

Agar is line ko hum thodaa saa is tarah padhain to matlab kisi had tak saaf ho jaataa hai.MAYA AATI 11 VIEN SE, JATI WO,TIJE SE HAI; MANGAL 5 VEIN GHAR MEIN BAITHE

POONCHH SE =(By the help of tail which will be accepted by the presence of any planet in 3rd) AUR POOCHH KE (With the permition of that planet of khana no 3) hee chalti hai.

It is my opinion. For the ease of reading ,correct in ur books as a foot-note " POONCHH SE AUR POOCHH KE HEE CHALTI HAI. "

Remember to write the defference of meaning of POONCHH SE AUR POOCHH KE .
