The upaya of feeding meat to stray dogs is not mentioned for the horoscope that you have mentioned [ Jan 11, 1924] It is mentioned for a horoscope with Meen lagna, [ 1952 urdu ed ; page 969 ] Merc in 1st house Saturn +rahu in 2nd Mars in 3rd Ketu in 8th Jupiter + moon in 9th Venus 11th Sun 12th The upaya is mentioned on the basis of the natives 31st year Varsh phal chart. Venus has been identified as the cause of the skin disease. Venus is placed in the 3rd house during the 31st year. As we know venus is made up of Rahu + Ketu, since the rahu component of Venus placed in the 3rd house is benefic it is the ketu component which needs an upaya done for. Therefore Pandit ji prescribed the upaya for Ketu , component of venus, placed in the 3rd house. The concept of masnuyee planets is of great importance when it comes to devising upaya. As you might have noticed we keep using the masnuyee concept very often to explain most of the upaya.
