Yes, this upaya could have been for Rahu as a component of Venus or mercury; could have been for mercury+rahu also. The kundli for which this upaya was told was having (ketu+venus+mercury) in 1st house and 7th house was having Rahu ... So this might be for venus+ mercury opposite rahu upaya ... How does this upaya helps ? He wouldn't have suggested the upaya unless it was necessary and was going to help.
