Mars in Cancer and Jupiter in capricorn

Respected members,

 

I am new to this group and to astrology and have a very basic question.

 

Right now Mars is transiting cancer and Jupiter Capricorn which are both signs

of debility for the Jupiter and Cancer. Does it mean that anyone who is born

right now(under this condition) will be bereft of the good effects of these

planets? Can there be a combination where this might actually be good ? Please

explain.
