After rectifying your sister's horoscope. According to her horoscope. 7th lord is placed in 4th along with ketu marriage would take place suddenly and unexpectedly. Saturn in 7th although in infant stage is causing delay. And even her rising sign is that of Saturn (Makara lagna). Even her nature is reason for delay in marriage.
