Jupiter rules bureaucracy. Jupiter has a lot to do with what is 'fixed,'

such as the laws of the land. According to Edgar Cayce, Saturn is a planet

of change. Did we ever have a Saturn transit that didn't bring change,

often unexpected, into our lives?
