It is the Owner..... the visitor or guest is only enjoying his merry go around till it is allowed by the Owner..... In the mentioned case of Weak Moon conjunct with Jupiter, then Moon representing Logic, being weak would entail Jupiter (Wisdom or Religious beliefs) becoming erratic or fanatic..... like someone joining Al-Qaida .... Owner will not allow any 4 legged animals to enter his house to throw filth around. The owner knows for whom he is opening the door. This is understood and common sense. We dont open doors to beggars or those who throw their filth around. Temporary Guest is something else and a permanent guest is a different entity. The planets who stay as Guests about whom we are talking about, do not walk out of the Raashis after a one years merry go round in the owenrs house, but will remain in that same position till the person carries his kundli, till his death. I am sure my elder brother if he comes to stay with me or a daughter in laws mother in law will normally be more powerful, though I may be the owner of my house, or the daughter in laws husband may be the owner of the house in the latter case.
