A question about neecha bhangra raja yoga

Pandit Sanjay Rath has given this as one of his conditions for cancellation of

debility:

" The lord of the sign of exaltation of the debilitated planet is in a kendra to

Lagna or Moon. "

However, this does not seem credible to me. If Jupiter were debilitated, the

lord of its exaltation sign (Moon) would automatically be in a kendra to Moon.

So is the debility always cancelled or never cancelled?
