Remedies for Autism / Mental Retardation

I give below the birth details of a 4 year old child who is presently showing mental-retardation / autism. I want to know whether it will be possible for you to analyse the native chart and advise me whether the present condition is a temporary phenomena and that he would grow-up to be a normal human being eventually and in due course of time or not?
