Selected from a panel of seven retired judges by the Union home ministry on September 26 to conduct the already overdue SGPC general house elections, Justice Verma's appointment had come under a cloud after the SGPC ruling Shiromani Akali Dal raised objection. SGPC chief Avtar Singh Makkar had publicly criticised the MHA' decision to appoint a "non-Sikh" when there were several Sikh judges in the panel. The panel included Justice K S Grewal , Justice S S Grewal Justice H S Brar Justice Nirmal Singh Justice Iqbal Singh and Justice K C Gupta besides Justice Verma. Mr Makkar insisted the chief commissioner must be a Sikh since a non-Sikh could never be adequatey familiar with the tenets and religious tradition of the Sikh community. Both SGPC and SAD summarily rejected the judge's contention that he was a devout follower of Sikh faith despite being born in a Hindu family.
