If it occupies VIII, it will have strong aspects on XII and IV. 4, 8, 12 are the three moksha bhavas! Thus it feels like Ketu in VIII is a indication of a lot of energy moving towards the pursuit of moksha. Actually, no matter where Ketu is... if it occupies a moksha bhav it will be very powerful for the native's inclination to pursue moksha because from any moksha bhav ketu will aspect both the other moksha bhav's and thus generate a lot of moksha energy in the chart!
