I see that there is no problem in his kundli as there are mercury and venus in the 7th place. Still his marriage is taking time, and he is about 28 years old. For the sake of example on how it would be done... You can see that Saturn and Mars, the two great malefics, are in very bad shape being in Bhava-Sandhi and Mars being Gandanta. Mars is the ruler of the 7th and Saturn aspects the 7th. Mars, the 7th Ruler is additionally conjunct Rahu and in the Nakshatra of Ketu. The navamsha ruler is Saturn who is with Ketu in the 12th Navamsha. The navamsha 7th house ruler is very well situated with Mars in Aries in the upachaya 3rd. All 4 malefics are bearing on your friends marriage. The main cause of delay is Saturn and Mars. He should do offerings for them and chant their mantras. A blue Sapphire would be helpful since Saturn also rules the 9th and is in the 5th. There is a nice light at the end of the tunnel because of the navamsha 7th House ruler being exalted, and with the ascendant ruler Venus with Mercury in the 7th of janma chart.
