That's odd. The 12th House is the specific indicator of foreign lands. the 9th indicates long journeys, but not entirely international. These days, the 9th House may be opening up to " international " scope as the globe gets " smaller " and travel easier. But not traditionally. But the direct answer is " NO " - the 12th House refers to international travel, specifically and explictly to the lands of " Mlecchas " - - - those who are not within the varnashrama cultural system, or on other words, those outside the boundary of ancient bharat varsha / India. 9th House means long journeys with a beneficial connotation.
