I can only offer my own understanding of this, based on what I've been taught along with my own experience. I'm sure all seasoned astrologers will agree that Rasi indicates the PROBABILITY of events that are likely to bear fruit during specific periods (dasas/transits) which (importantly) should also be reflected in the divisionals...navamsha etc. Let's say that, based on the most commonly observed dasas (MD/AD/PD), the probability of an accident is predicted and the person is advised to take care during that period. However, for that event to take place at that precise time, the person must be in the right place at the right time...any deviation from the predictable chain of events (of that day) can alter the outcome. And this is where the finer dasas (Sookshma dasa and Prana dasa) become so important. If another event emerges on that day, preventing the person from being in the exact place of the accidental incident then the PROBABILITY of the event is modified. Parashara has gone to great lengths to give probable outcomes for the finer dasas...yet we tend to ignore them completely, or dismiss their importance in modifying the outcome of probable events. If their influence was not relevant to the outcome of a particular dasa, the great sage would not have included them. As we know, there are countless people born everyday with seemingly identical horoscopes, yet the events that shape their destiny are unique to every individual...including twins. If we feel our own birth time needs a slight rectification it would be good to observe the influence of these finer dasas in our day-to-day activities. I haven't heard back and probably won't as many people tend to look unfavourably on astrology...
