The "Grand Committee" had worked this resolution to perfection. It was all over during the first hour of the 10:00 am started session. I suspect the timing was to place the adoption moment in the range of the last 4 degrees of Tropical Virgo ascendant (the Masonicallly most auspicious): 10:40 am upto 11:00 am ...which is, of course, in the 5th to the 9th degrees Sidereal Virgo.
