France seeks to extend crisis law

 

 

 

 

 

 

 

 

 

 

The unrest has

persisted for 18 days

 

 

 

The

French cabinet is to ask parliament to extend a state of emergency aimed at

tackling unrest in impoverished suburbs by three months, a spokesman has

said.

The laws, which allow local councils to impose curfews and ban

gatherings, were introduced last Wednesday for 12 days.

Parliament is expected to approve an extension of the laws,

which officials say have helped curb the rioting. There were scattered

incidents overnight.

The EU has offered France 50m euros ($59m;

£34m) to help recover.

European Commission head Jose Manuel Barroso said up to 1bn

euros could be made available eventually for job creation and to help social

cohesion.

French insurers estimate that damage claims alone will reach

200m euros.

Curfews

The cabinet is expected to propose extending the emergency laws

The extension of the state of emergency beyond 12

days can only be authorised by a law passed by parliament.

" To limit these exceptional measures to what is strictly

necessary, the draft bill would allow them to be ended by decree before the

expiration, " government spokesman Jean-Francois Cope said.

The BBC's David Chazan in Paris says the bill

is likely to pass.

The laws allow local authorities to impose stringent security

measures, including curfews and bans on public gatherings.

About 40 towns and cities have used the laws to introduce

temporary curfews for minors. Paris banned public

meetings on Saturday, over fears of violent demonstrations.

Downward trend

Unrest has persisted among mainly Arab and African communities

on rundown housing estates for 18 straight nights, since the accidental

deaths last month of two teenagers who were reportedly trying to hide from

police.

Police said 284 cars were set on fire overnight on Sunday, and

115 people were arrested.

Vandals rammed a car into a primary school in the southern city

of Toulouse before setting the building on fire.

In northern France, arsonists set fire

to a sports centre in the suburb of Faches-Thumesnil and a school in the town

of Halluin.

If the downwards trend continues, " things could return to

normal very quickly " , national police chief Michel Gaudin said.

Also on Sunday, Interior Minister Nicolas Sarkozy said France would this

week begin deporting up to 120 foreigners found guilty of involvement in the

riots.

The far-right National Front party, which has a zero-immigration

platform, is to hold a rally in Paris on Monday to protest

Hello my dear Jorge,

 

Currently there are multiple transit influences which do not show early relief in the situation. Natal Mercury and the Sun are under the exact affliction of transit Saturn (MMP) and under the close affliction of Rahu and Ketu. Transit Jupiter closely afflicts the natal Jupiter. MMP Saturn also closely afflicts transit Mars. These influences show that there is mass unrest involving chaos and violence. Some amount of control of situation appears to be forthcoming when the Sun moves to Scorpio but situation continues to be quite difficult for another about couple of months.

Hello dear Cosmologer,

 

You are right to understand that the lifting of the stationary

movement of the nodes is not so important to explain the developments

in France as the nodes will still be applying in

their aspect/conjunction to natal planets in the chart. Some improvement is

expected with the transit Sun coming out of debilitation.

Thank you for the clarification, , and for removing

doubt as to how the situation should be expected to unfold in view of

the transits.

 

We are then correct to understand that the lifting of the stationary

movement of the nodes is not so important to explain the developments

in France. Would this be so because the nodes are still applying in

their aspect to natal planets in the chart?

 

Interestingly, the police in France are now saying the situation

seems to be easing.
