The May 29, 1790 event was the ratification in Providence, R.I. VERMONT, the 14th: March 4, 1791 @ 00:00:01 hrs This one was signed by President Washington on March 2nd, but with the prior understanding that the concurring Congressional legislation, the statute, designated March 4th as the start date. How Penfield is wrong: If Marc Penfield were correct, ie. 09:08 CST = 10:08 in Washington D.C., then the President's approval would have been reported, as a matter of long established practice, to the House on the afternoon of the same day of the supposedly morning signature, the 3rd. Since it was reported only on the following morning, the 4th, evidently the Bill was signed earliest in the very late afternoon of the 3rd; certainly not signed in the morning of the 3rd. Penfield is wrong; Angelino right. P.S. However "co-ordinates-difference-insignificant", please correct your record for the State of Illinois' capital city: in that early era "Kaskaskia", not yet "Springfield", was the State's capital.
