Swearing in Chart for Uttarakhand

The swearing in ceremony of the new government in the State of Uttarakhand in India occured at 10:45 AM on March 8, 2007 in Dehradun, India. The name of the State is no longer Uttaranchal or the North Wing (of India) but Uttarakhand or the North Division of India. This is in keeping with the modern Indian sentiment of regionalism and division.

That apart, just from the Jyotish point of view, there appear to be some fissures in the Muhurta or Election Chart for the time of swearing in. The exaltation of the Lagna Lord in the 11th House shows some elevated aspirations of this government for the State. Generally it might not have, but viewed in light of some of the other Yogas in the chart, the exaltation of Venus might point at some chauvinistic tendencies manifesting in political thought rooted in regionalism and exclusivist sentiment. If this sentiment is not the centre of the political agenda of the main party, it might be superimposed by those supporting the government. Shukra is the Karaka for nationalist/ regional sentiment in the case of a State. Its exaltation in the 11th House from the Lagna shows that achievement and objectives might be closely intertwined with the political thought laid down above.

As stated earlier, mere exaltation of the Lagnesh could not have pointed to this; on the contrary it might have indicated sublimation of all that is exclusivist and intolerant. However, the exaltation of Kuja in the Arudha Lagna in the 9th House also shows that the image of the party or the government will be moulded in the cast of the previous thinking at the national level. There is a huge difference between Centrist and nationalist thought at the central level and offshoots of the same at the State level. The difference arises from the fact that under the provisions of the Constitution of India, a strictly federal polity is not envisaged. In other words, complete autonomy is not given to the State. Our Constitution is quasi-federal at best and therefore in many crucial areas States are to be a reflection of political and legal frameworks at the central level. This is the reason that reorganisation of the States on linguistic basis etc has been viewed with sadness in concerned quarters. This is also the reason that intolerance in States like Maharashtra has been viwed with simlar sadness and concern.

The astrological facet of this is that a careless and superficial adaptation of national cohesion at the State level can be counterproductice, separative and isolationist. Exalted Mars in the AL in the 9th House shows that the image of the government might be inflexible and somewhat wanting in liberal sentiment; a certain fixity of political agenda might beset its tenure. Once again, certain other political groups might be more active in this regard than the main party. This is seen from the fact that Mars is the 7th Lord of political partnership and also the 12th Lord of secret enemies and those who work to whittle away at the base of the government.

These indications appear to be confirmed from the exaltation of Venus in the Darapada/ A7. These happenings could lead to serious troubles of not checked because the exalted Venus happens to be in the 3rd House from the AL showing material defeat.

One's worries regarding this chart are compunded and confirmed by the fact that there is a Charakaraka replacement. Using the 7 Charakaraka scheme for mundane charts, as taught by Pt. Sanjay Rath, it is clear that Jupiter the Amatyakaraka will be replaced by Shukra, the Bhratrikaraka. However, Rahu always ensures the first replacement causing upheaval. In this chart, the Sun would be very important as the Karaka of political coronation/ swearing in. The 10th House of leadership is afflicted by the Aditya-Chandala Yoga and the 5th Lord showing the Chief Ministerial position is also similarly afflicted.

Further, the seemingly auspicious Jupiter is also the 8th Lord in the 7th House of partners, initially promising fulfilling the high philosophy of the main party in partnership but quite capable of succumbing to intrigue and falling to the machinations of Rahu leading to the possibility of defeat or loss due to Shukra being in the 3rd House from the AL. This could either mean a lady (Venus) close to a minister (Guru-AmK) in the government or hardline and exclusivist thoughts indicated above. There is a sentiment is certain parties that so-called 'outsiders' should not be allowed to purchase property in the State etc!

It appears that the traditional and well-thought out national political philosophy will be at odds with the image of the government as Saturn is the 9th Lord in the 7th House from the exalted Mars in the AL, showing bitter and deep-seated opposition at the manifest and visible level. The well-settled and contiguous philosophy will not be compromised by the Johnny-come-latelies who may mistake misplaced aggression and fixity for political firmness and conviction. In some ways this combination is reminiscent of the Lagna-7th House of the swearing in chart for Iraq, discussed in Sanjay Ji's works.

Saturn is also the retrograde Badhak opposing the insistent Arudha, showing that the core philosophy will be a constant check on the spontaneous and reactionary elements in the government. The Rajyapada is in the 8th House from the Lagna and in the 12th House from the AL, while the Mantrapada is in the 7th House from the AL.

While the Lagna Vimshottari (Compressed 5 Years Dasha) might be a better choice to time events, the Chandra Vimshottari can perhaps better indicate the mental realities in leaders and minsters at the time of the formation of the government. This is Rahu-Guru-Ketu. Rahu is the 10th Lord placed in the 10th House giving the sense that the leader is comfortable. But the Antardasha of Guru brings in the Guru-Chandala effect and the people around him (some of them)might be at loggerheads in their minds. Ketu in the 4th House can indicate a mistake with some partners as Guru is in the 7th House and Ketu is the 7th Lord.

As the government has come in with the feeling of a 'sweep', the very best wishes of all must be with them to ensure a good future for the State and relations with others inter-se. There can be no doubt on this. But there is doubt, alas, as seen in the chart discussed above.

This is the very first time this writer has felt like delving into a Mundane chart, whether in private or public, so the glaring errors in interpretation, if any, might be viwed in that light and corrected by those more experienced and well versed in this branch of Jyotish.
