If in a chart, mars and saturn are placed in 9th house from lagna, 6th from moon and 3rd from sun, Should we have to conclude that the person will conquer enemies by emotions or mentally? This chart, of course you havent given lagna or any other modifying features like the aspects of Jupiter, and benefics. We dont know if the planets are exalted or debilitated. We dont know WHERE Rahu and Ketu are. But in generally, Moon in 4th house is good for devotion /love/attachement to homeland , mother- but malefics in 9th arent good for ones relationship with father , guru, etc. So , If I answer your question as it stands I would say this person will have enemies, or inclined to get into issues with others.But really , we need more info on the other planets and such to give an legitimate answer.
