This is not a perfect circle and for this reason it spends less time in some positions and more time in others. For the Moon this implies that it spends more or less time in various nakshatras. Similarly for the Sun there are also such designations which have given us the concept of long, middle and short-signs in the zodiac. So its due to the eliptical motion.
