Swadesh or Pardesh - How to determine what is suitable?

Namaste all,

 

As we all know, visiting a foreign country is not a very hard thing

these days. Settling in one is also not very hard. However, when we

look at a chart, how can we determine whether the native will find

happiness and success in a foriegn land? I understand that 9th lord in

a badhaka sthana means that the native would be happy and successful

abroad. So extending that notion can we say that 9th lord in 4th means

the native will find happiness and success in the motherland?

 

Kindly enlighten.
