Om Namo Narayanaya|| Namaste, My understanding from studying the many books of SJC is as follows: 1) If Ra or Sa occupies Khumba, the other planet is the lord 2) If both occupy Khumba, the one with more degrees is the lord. Alternatively, in Jhora, the Charakarakas are given. So the planet which is higher in the Karaka order will be the lord. 3) If neither occupies Khumba, the one conjoined more planets is the lord. Since in your case both are alone, you must move to the next rule. 4) Planet that has more of (i) aspected by its lord or (ii) aspected by Jupiter or (iii) aspected by Mercury is stronger. Only Rasi aspects are to be considered. 5) If both are equally aspected, then the one which is exalted or swakshetra is stronger. 6) If still equal, the planet in a dual sign is stronger than one in fixed which is stronger than one in movable sign (7) If still equal, then the one with more degrees is stronger Others may correct me if my understanding is incorrect.
