Your statements require me to step in to remove any misunderstandings that may be read out of your mail. Visti: Parashara states that there is such a thing called Chara Atmakaraka or Temporary Soul Significator. Hence, terminologically you are incorrect in stating that the Chara Karakas cannot signify the soul. Yet, indeed they are temporary just as the souls desire for this lifetime is also temporary yet the soul stays the same. For the same reason Parasara never qouted Shiva in designating a Sthira Atmakaraka but has indeed assigned the Naisargika Atmakaraka to be that of the Sun. Your mixing of the Sthira and Naisargika Karakas is where the confusion is and we learn to appreciate this in the tradition when being taught the Prasna Upanishad where Maharishi Angirasa clarifies the three types of Atma and we are then taught their correlation to the three types of Karakas viz.: Naisargika, Chara and Sthira. The remaining part of your email appreciates the function of the Chara Atmakaraka, however I saw a need to highlight the confusion of terminology.
