Vargottama is auspicious when planet is strong and native feels it effects on the Lagna which can have impact on fame and health. If Neecha planet is vargottama then its even worse, as you can test this on many charts. Tip: look for position from Arudha Lagna, if benefic is neecha in 3,6,9,11 from AL then it can give rajayoga in its period - refer to Jaimini Upadesa for more. But if planet is neecha, the ideals related to that planet can remain low. Chart of Vivekananda Swami is good example, here Shani is exalted but vakri, so it shows high ideals and material problems.
