In Sanskrit, each word has many " vibhakti " forms and they cover different prepositions like " to Hari " , " for Hari " , " in Hari " , " of Hari " etc. One form is " O Hari " and it is used when calling (addressing) the person. That form is " Hare " for " Hari " . So " Hare Rama Krishna " means " O Hari, O Rama, O Krishna " . (Hari is Sri Maha Vishnu.) " Hara " means shiva and " Hare " is the 7th vibhakti form of it and means " in Shiva " . But that meaning may not quite fit here. Of course, we can always interpret differently and give fine philosophical interpretations. But the intended meaning is as above.
