Venus is strongest when it rises as the morning star just at sunrise and it is best to wear any stone of Venus at this time. Secondly, for doing this you need to strengthen the vibrations of Venus which represents Lakshmi/Rukmini as the lord of Taurus and Tulasi as the lord of Libra. Garuda Purana advises the use of this stone by men for a better married lifeand for this they have to keep some vrata and be a perfect vaishnava like Garuda. Bathe and keep the ring in Panchamrita. The mantra of Sri Vyasa Deva is advised after invoking your Ista and Ganapati: " HEMAKUNDAMRINALABHAM DAITYANAM PARAM GURUM SARVA SHASTRA PRAVAKTARAM BHARGAVAM PRANAMAMYAHAM " . (108 times) By bowing at the holy feet of the Brighu Rishi we get his blessings and Venus becomes very beneficial. Thereafter, recite the following mantra: " OM KLEEM KRISHNAYA RADHIKE SHRIYAM NAMAH " (108) This should be very helpful for bringing in the spiritual side of Venus as well and the yoga of Radhe & Shyam should fill your life with all blessings. Sukla Paksha and Friday...be sure about this. Also Gauranga, prefer the stones of the ninth house/lord or planets aspecting the ninth house by Graha Drishti. This is for all except Saturn and Rahu where the vipareeta stone is advised as per Suka Nadi. Dharma is the most important. If this is strong, then everything else will fall in place. In the Garuda Puranam it is stated that the diamond fits better for men and women should avoid it. But maybe He has some special reason for this. I would also not give my opinion on the best time to install it, although I wouldn't favour the eclipse time. Maybe I would see that Venus is strong, free from affliction and rising. Maybe Friday and Venus hora is also good. Or you might as well choose the time of Moon-Venus conjunction. As regards installation, it is usually done by placing the stone on the Yantra of the planet or before it's Deity. For Vaishnavas Prarashara Rishi states Parashurama. So offering to a Parashurama salagram and bathing the stone in the caranamrrita would be nice. Another choice could be offering it to Srimati Radharani, and installing the stone with Radha-mantras, and do a small puja. This is also a nice way.
