I had question and I ask to disseminate you my doubts. I read, that time of birth is defined on the moment when cut a umbilical cord. Recently I was overtaken with such case, the child was born, when he emerge from a womb mother a umbilical cord did not cut at once and he laid about two hours near mother, and only after two hour cut a umbilical cord. What time to count time of birth? Time when he has emerge from a womb or cutting of a umbilical cord?
