I am in the same situation, but will dive in as you have requested.

 

1) Is there VRY in this chart?

 

In rasi:

a) From Asc: 3rd lord (Mars) and 12th lord (Saturn) in 12th (Cap)

b) From GL: 3rd (Mars) and 6th lord (Saturn) in 5th (Cap,Kendra)

with AK (Venus).

c) From AL: 3rd lord (Saturn), 6th lord (Venus) and 12th lord (Mars) in 2nd

(Cap).

Both AK (Venus) and Lagnadhipati (Saturn) are there.

 

In navamsa:

d) From HL: 6th lord (Venus) and 8th lord (Jupiter) in 5th (Vir)

Venus is debilitated AK and Lagnadhipathi.

 

a) In the first case, Saturn is lagnadhipati, Mars is exalted, and they are with

AK.

b) In the second case, same thing.

c) The 3rd case is not strictly a combination for VRY.

d) In the fourth case Venus cannot transfer power to itself.

 

So VRY does not occur, since when vry can occur, the planets involved are

very strong.

 

2) How did he become a Cabinet Minister in Jupiter dasa?

 

Mercury as lord of a dusthana house and kendra becomes neutral.

Sun and Jupiter are mutual friends, and being in 4th and 10th from each

other they become adhimitras. Also, Jupiter aspects his other house, and

is in vargottama with GL in rasi. So, he is strong, and his houses are well

disposed.

 

Sun in 11th gives royal and governmental favours, and success.

Mercury in 11th gives wealth and happiness.

 

Exalted Mars is with Lagnadhipati Saturn and Atmakaraka Venus. Mars is

also hemmed between Gulika and Saturn.

 

He becomes a cabinet minister in Jupiter dasa because of the placement

of Mercury and Sun in Sagittarius.
