[SoHamsa] Question about Ve in 3rd from AL (Rafalji)

Namaskar Rafalji and other learned members,

 

as a matter of fact, raman maharishi is has venus in 3ld from lagana. but its at

0 degree.

 

From chalit chart it moves into 2nd house.

 

it again raise a question to when to use chalit chart and when not.

 

should we use it always?
