The link u have given is correct in its specification of 21-June and 21-Dec as being very nearly the DakshiNaayana-puNyakaala(DP) and UttaraayaNa-puNyakaala (UP) days respectively. I need more time to read all the material at the link. The above dates can not vary by more than a day for any city. This change is also because of sun's visibility depending on the position on earth. If u define UP as winter solstice clubbed with the season, in the southern hemisphere (for example Australia) ~21-Dec should be called summer solstice. My post to the " vedakalpataru " people was because their panchangam is silent on when the U.P. tarpaNam should be done! If you see religious texts in India on how the SaMkalpa should be uttered before starting important rites, you find " UttaraayaNa-puNyakaale makara samkramaNa tarpaNam Karishye " . This was correct when the original Dharma-shaastra-prayoga books were written before 5th century. Now instead of the cosmologically sound Vedic UP the astrological (astronomically wrong) Makara-sankramaNa is used for TarpaNam. Those who beleive in the Vaidika-dharma can not overlook TarpaNam at the correct U.P-Kaalam around 21-Dec. The so called Dharmaacharya sabha made up of Sarasvatis,Bharatis, TridaNdis, maThaadhipatis, 108-Sri-Sris, MaNDaleswars,blah,blah.. is worthless if it does not correct this wrong practice which is making Hindus Dharma-bhras.Tas due to internal mistakes.
