However, Shukra is Ketu's friend and neutral to Mangal. Moreover, Ketu is mokshakaraka and is posited in the 12-th house of spirituality. Hence Ketu is stronger here. However, also please consider the Degrees of Mangla and Ketu. For Ketu, consider its longitude from the end of the rasi.
