Strength of Planets

Hello teachers,

 

While I understand the basic rules for determining the strength of

planets, I have come across a small difficulty.

 

To determine which planet is stronger we look at the dignity of the

planet in Exaltation, Moolatrik, own house. Then if these planets are

not dignified as such we look at degrees of planets.

 

However what if a planet is in his friend's house, and the other

neutrally placed, likewise what if one is debilitated? Do I look at

these states before looking at the degrees?

 

Forgive me if this question have been asked before, I have tried

searching the archives, but have found no clues.
