I would like to share with you the following explaination that I have received from my seniors on the list: "The Istha Devata is either the Graha in the 12th from Karakamsa or the planet lording it. The graha(s) that give Dristi on it isn't the Istha. However the worship of it will lead the person to the Istha. This can be used to 'lead' a person to the Istha through other means. Example: A person has Jupiter as Istha Devata and you suggest to them to associate with people indicated by Jupiter (say its Bhratri Karaka so you say Gurus/ brothers). Now in some cases you will get a person who won't hear of it, and is against anything of the likes. So you look at other Grahas/ Rasis giving Dristi on Jupiter. Lets say Chara Matri Karaka does, so you tell him to go associate with his Mother, or motherly figures, then naturally she will direct him to the Istha Devata.
