Time durations within equal spacial segments of one cycle are not same, similar to (lunar) thithi durations/Lagna movements. Modern science tells that there are various pulls and pushes working on the precession, primarily Sun, moon and giant planets - earth axis really wobbles. We don't know if our ancestors (Lagadha, 1500 BC, etc.) visualized the way we in current astronomy visualize, but they had their calculations pretty close. Overall, 24,000 year cycle of the seasons around earth orbit is quite constant just as maasa of ~29.5 days is.
