The single-engined Antonov An-2 plane crashed as it was trying to land at an airport near the capital, Tashkent. The Uzbek emergencies ministry said the plane " lost control and carried out an emergency landing outside the grounds of the airport " . Thirteen soldiers and two crewmen died, the ministry said. Bad weather was suspected to have caused the crash. The Antonov is reported to have been a civilian aircraft hired by the military for a training flight. The ministry had appointed a government commission to investigate the cause of the incident, the AFP news agency reported.
