If a planet is a functional benefic in D-I but turns out to be a functional malefic for the D-Chart, the intensity of its maleficness in the D-chart is less than when we consider a similar maleficness in D-I and is only applicable for the concerned D-chart i.e. its malefic impact would be limited to the respective D-Chart only and the influence would be applicable only in a milder way. The influence of bad placements and afflictions in divisional charts through aspects and conjunctions is 20% of such bad placements and afflictions in the rasi chart. But if you read the yellow highlighted part of your message it means that " Whenever a signifactor planet is badly placed or malefically aspected in D charts the intensity of such weakness or influence is 20% of the same in D1 chart" The Point 21 does not say that a planet when malefic is 20% malefic for the D chart, and thus your inference that if it is so in 5 or more it needs to be looked more carefully as it adds up to 100% or more. It talks about the influence on a signifactor planet in D charts when badly placed or malefically aspected. As per my understanding.... a FB in D1 will remain a FB always but when it is a malefic in D charts and weak/afflicted in D1 and/or badly placed or afflicted in the respective D chart will during TRANSIT influence exhibit negative traits and its D chart significance suffer . The same also applies for Strong benefic D1 Planets with minor weakness and maleficness in D charts but these planets/significance will be well managed when such transit influence is over. As an example for Gemini Asc Jupiter is a first rate Benefic and signifactor for wife for a male nativity along with Venus, Mercury and Moon. Jupiter is well placed in the 7th MT. If in D9 the Asc is Cancer and the Prime signifactor Jupiter of D1 being 6th lord for D9 turns out to be somewhat malefic for the D9 chart and it is placed in the 4th house in D9 and the other Signifactors of D1 Moon, Venus and Mercury are in Cancer in D9. Jupiter does not influence them and hence though it is malefic has no scope to show its maleficness for the D chart. Had the other Signifactors or say Moon as example be placed in the 10th house in D9 then Jupiter from 4th would influence the other signifactors by aspect and this aspect is 20% in intensity in comparision to D1, then during subperiods of the signifactor planets it will some what suffer on this account. If Jupiter for the same chart becomes malefic in other like D5(Intelligence), D7(children karaka) etc does not mean it is predominately malefic .
