This event was the formal signing ceremony undertaken by the Governor of Maryland for the Act passed by both houses of the Maryland State Legislature, with its members present, to approve the ratification of the Articles of Confederation. The signing event has been identified by John TWB and by myself as 17:05 hrs on February 2, 1781 in Annapolis, Maryland. In the book " Presdient Who - Forgotten Founders " by Stanley L. Klos (published by Evisum in 2004, but may be read on the net at the below link), the following information is presented " On February 2, 1781 Maryland final ratifies the Articles of Confederation, the 1st U.S. Constitution. On March 1, Maryland’s ratification is presented to the Continental Congress. With all thirteen States present the Continental Congress declares the Articles ratified, forming the Perpetual Union of the United States of America. On March 2, 1781 Congress changes their name as prescribed by the new Constitution to the United States in Congress Assembled. I have to say, we are learning quite a bit about the history of the USA (and other countries) in the process of rectifying the mundane charts, which is rewarding in itself, in addition to being useful for predictive purposes when the authentic chart has finally been established.
